The invention discloses a secondary amide cyclamine quaternary ammonium salt amphoteric asphalt emulsifier and a preparation method thereof. The asphalt emulsifier is prepared from the following raw materials according to a molar ratio of cocoyl propyl dimethyl tertiary amine: an alcohol solvent: water: epoxy chloropropane: aminoethyl piperazine: acrylic acid of 1 mol to (4.50 to 10.00) mol to (14.00 to 18.00) mol to (1.00 to 1.15) mol to (1.00 to 1.20) mol to (1.00 to 1.20) mol, wherein the alcohol solvent is ethanol, methanol or isopropanol. The asphalt emulsifier has the advantages of easily available synthesis raw materials, low production cost and simple technique, and does not need high-temperature reaction. The emulsifier can emulsify various types of asphalt, the prepared emulsified asphalt is fine and uniform, the storage stability is good, and cationic or anionic emulsified asphalt can be prepared.
