The construction technological process sequentially comprises the steps of construction preparation, seepage well hole forming, hole clearing, filter element mounting, seepage well hole gap filling and hole sealing. By burying the filter element in an original site, the vertical contact area of a soil body and surface rainwater is enlarged, and vertical penetration is changed into transverse penetration. The infiltration rainwater quickly spreads to the surrounding soil body under the effect of the water head difference, and is introduced into a deeper underground soil layer so as to fully utilize water storage and water purification capability of the soil body to enhance the surface penetration capacity. The construction method has the beneficial effects that the seepage well filter element is made of construction waste, and thus the characteristics of circular economy, energy saving and environmental protection are achieved; and according to the construction method, secondary waste is not generated in the construction process, the requirement of green construction is met, the problem of urban waterlogging is effectively relieved, and the advantages of wide adaptability, high storage and drainage integration efficiency, construction cost saving and the like are achieved.
