The invention belongs to the technical field of offshore foundation structures, and discloses a combined ring cylinder type jacket spinning pile foundation and a construction method thereof. The lowerpart of a jacket is connected with a ring cylinder, the ring cylinder with a downward opening is provided with a plurality of evenly distributed sub-compartments, each sub-compartment is provided with a guide cylinder and a water supply and drainage valve, and temporary fixing devices are arranged around each guide cylinder; the ring cylinder is in grouting connection with spinning piles throughthe guide cylinders, and the multiple spinning piles are evenly distributed annularly with the axis of the ring cylinder as the center; and each spinning pile comprises a pile body and spinning bearing blades arranged on the outer side of the pile body, and the spinning bearing blades are used for being screwed into the foundation to provide main bearing force. According to the combined ring cylinder type jacket spinning pile foundation and the construction method thereof, traditional guide frame construction is changed into suction sinking leveling operation, and traditional piling construction is changed into spinning pile-into-mud operation; and meanwhile, by using the ring cylinder for precise positioning and underwater leveling, the bearing capacity of the foundation can be increased,precise leveling can be realized, and the construction efficiency can be improved.
