The invention discloses a double-layer rope winder. The double-layer rope winder comprises a driving unit and a rope winding unit arranged below the driving unit, wherein the driving unit comprises anupper base, two upper runners and a winding spring; the two upper runners are arranged on the upper base in a synchronously rotating manner; the winding spring is connected to the two upper runners;the rope winding unit comprises a lower base, two lower runners and two driving ropes; the lower base is arranged below the upper base of the driving unit; the two lower runners are arranged on the lower base in a synchronously rotating manner and correspond to the two upper runners one to one; the two driving ropes are connected to the two lower runners one to one; and one driving part is used for connecting a pair of upper and lower runners, so that the upper and lower runners can rotate synchronously. Whereby, the height of the double-layer rope winder can be reduced to achieve the effect of reducing the volume.
