The invention provides a screw rope winder with a switcher. The screw rope winder comprises a screw rope winder body, the switcher, a support seat and a base, wherein the screw rope winder body and the switcher are installed in a shell enclosed by the support seat and the base; the screw rope winder body comprises a nut and a screw which are screwed together; and the switcher comprises a two-stagespeed reduction planetary gear clutch, a screw circumferential locking mechanism, a sliding block locking mechanism and a swing rod locking mechanism, the screw is in transmission connection with thetwo-stage speed reduction planetary gear clutch, a power transmission path of the two-stage speed reduction planetary gear clutch can be switched by the the sliding block locking mechanism along withthe movement of the nut, the screw can be gradually locked by the the screw circumferential locking mechanism along with the rotation of the screw, and the reverse rotation of the screw can be lockedby the swing rod locking mechanism. The invention further provides a variable-interval shutter lifting turner. The variable-interval shutter lifting turner comprises the screw rope winder.
