According to the device, a mud jacking duct and an air outlet pipeline are arranged on an upper anchor bearing plate, one end of the mud jacking duct is opened in the side wall of a center hole of the upper anchor bearing plate and is close to the bottom face of the upper anchor bearing plate, and a mud inlet of the mud jacking duct can be externally connected with a mud inlet pipe of mud jacking equipment; an opening in one end of the air outlet pipeline communicates with a center hole of the upper anchorbearing plate, the connecting position is higher than that of the grouting pipeline and the upper anchor bearing plate, and air in the pipeline can be exhausted; the bottom of the upper anchor backingplate can be fixedly connected with a mud jacking pipe pre-buried in the prefabricated body and communicates with an external mud jacking pipe through a center hole of the upper anchor backing plate.Exhaust and grouting compaction of a top pipeline of the grouting pipe are facilitated, the defect that the top of the vertical prestress grouting pipe is not compact can be well overcome, construction is easy, and the construction period can be shortened.
