The invention discloses a temperature control system and a construction method for winter grouting of a concrete structure. The temperature control system comprises a low-temperature heating cable anda temperature controller, the low-temperature heating cable is arranged outside a foundation wall body, the foundation wall body is connected with a prefabricated wall body into a whole in a groutingmode, the low-temperature heating cable is laid around the foundation wall body and is connected with the temperature controller so as to control the heating amount of the low-temperature heating cable, the temperature control system further comprises a temperature sensor which is arranged inside and/or outside a grouting sleeve for connecting the prefabricated wall body and the foundation wall body so as to monitor the internal temperature change of a grouting bin between the prefabricated wall body and the foundation wall body, the temperature sensor is connected with the temperature controller, and the temperature controller controls the operation of the low-temperature heating cable according to the temperature information of the grouting bin. The temperature control system and the construction method are applied to winter grouting construction of the fabricated concrete structure, and the grouting construction quality is effectively guaranteed.
