The invention provides a rotation angle limiting device and an excavator. The rotation angle limiting device comprises a controller, a limiting block, a first position switch and a second position switch, wherein the limiting block is used for being mounted on a rotation supporting seat; the first position switch and the second position switch are used for being mounted on a rotation support; thefirst position switch and the second position switch are correspondingly positioned on two opposite sides of the limiting block; the rotation support and the rotation supporting seat rotate relative to each other; the limiting block is close to the first position switch or the second position switch; and the controller is used for controlling the rotation support and the rotation supporting seat to be relatively static according to a stop signal of the first position switch or a stop signal of the second position switch. The rotation angle limiting device and the excavator have the beneficialeffects that the rotation angle of the excavator can be limited, thereby ensuring the rotation of an excavator getting-on system only within a preset range; and the excavator getting-on system can automatically stop once the rotation of the excavator getting-on system is out of the preset range, thereby avoiding the occurrence of safety accidents caused by operation errors.
