The invention discloses a double-casing all-slewing super-long pile construction tool and a construction method. The construction tool comprises an outer casing and an inner casing, wherein the outercasing bears pressure and frictional resistance of an upper segment, and the inner casing directly drills into rock by using an inner cavity of the outer casing; and an all-slewing drilling machine applies force and torsion to the outer casing and the inner casing sequentially for drilling or pulling, so that drilling to a deeper place is facilitated. According to the construction method, a super-long pile is segmented for construction, and the constructable pile length is increased; and the outer casing and the inner casing are constructed respectively through the slewing drilling machine, sothat the working resistance of the casings is split, and the working length of the slewing drilling machine is increased.
