The device comprises a hollowed-out outer shell, a garbage basket, a spiral impeller, a solar panel and an inner rotating shaft, wherein the garbage basket is fixedly installed on the right end face of a right end plate, a collecting hole is formed in the garbage basket, and the collecting hole is right opposite to a discharging port; the spiral impeller is located in the outer shell, one end of a center shaft of the spiral impeller is in running fit with a bearing seat, the other end of the center shaft of the spiral impeller is in running fit with a left end plate and protrudes out of the left end plate to form a protruding section, the protruding section is in transmission connection with a motor fixed to an upperbaffle through a belt, and the motor is electrically connected with an energy storage unit; and a plurality of small water wheels are fixedly arranged on the inner rotating shaft. According to the device, a small hydroenergy power generation device capable of utilizing water flow to generate power can be utilized, and a solar power generation system is additionally arranged, so that sufficient power of the device in a working area is ensured, and operation is maintained.
