The invention discloses a self-elevating ocean platform pile leg lifting and locking device. The device comprises a lifting device, a fixing frame, a locking block mechanism and a motor transmission mechanism, wherein the lifting device is located at the bottom of the fixing frame, the locking block mechanism is located in the fixing frame, the motor transmission mechanism is located on the side wall of the fixing frame, and the motor transmission mechanism is in driving connection with the locking block mechanism. A lead screw is arranged on a rack fixing block, a locking rack and a rack canbe better meshed through fine adjustment of the lead screw, and meanwhile it is guaranteed that the locking rack and the rack are located at the proper position when meshed; a transmission device is driven by a motor, so that better control, a relatively simple structure and more flexible operation are achieved; and when a first rack adjusting block and a second rack adjusting block on the fixingframe move to the limit positions, the meshing effect of the locking rack and the rack is better.
