The grouting stopping structure comprises a grouting stopping bag grouting pipe, an anchoring section grouting pipe, an anchoring section exhaust pipe, a free section grouting pipe, a free section exhaust pipe, a grouting stopping bag and a grouting stopping plug which are woven and bundled with an anchor cable into a whole and placed into a pitching-up type anchor cable hole together when the anchor cable is anchored, after the grouting stopping bag is grouted and expanded, the pitching-up type anchor cable hole can be divided into an anchoring section and a free section, the pipe bottom of the grouting stopping bag grouting pipe extends into the grouting stopping bag, the pipe bottoms of the anchoring section grouting pipe and the anchoring section exhaust pipe extend into the anchoring section, and the pipe bottoms of the free section grouting pipe and the freesection exhaust pipe extend into the free section. Meanwhile, the invention further provides a pitching-up type full-length bonding anchor cable in-hole segmented grout stopping method. According to the grouting stopping structure and the grout stopping method, effective grout stopping is formed between the anchoring section and the free section through the grout stopping bag, then grouting is conducted on the anchoring section, tensioning is conducted after grout at the anchoring end reaches the tensioning strength, then grouting sealing is conducted on the free section of a hole opening part, and the anchoring effect of the anchor cable is rapidly achieved.
