The invention relates to a concrete water reducing agent which is prepared from the following components in parts by weight: 30 to 50 parts of starch, 100 to 150 parts of acrylamide, 50 to 80 parts of acrylic acid, 180 to 220 parts of isopentenyl polyoxyethylene ether, 30 to 40 parts of 30 percent hydrogen peroxide, 3 to 6 parts of ascorbic acid and 0.1 to 0.2 part of mercaptoethanol. The concrete water reducing agent is prepared through the steps of enzymolysis with amylase, gelatinization, raw material mixing, pH value adjustment, concentration and the like. The concrete water reducing agent has the characteristics of good water-retaining property, workability, expansibility and pressure resistance.
