The angle iron is respectively welded with steel sheet piles and the I-shaped steel and is welded on the upper parts of the steel sheet piles; the I-shaped steel and a structural column are tied by adopting the steel wire ropes and the steel wire rope buckles, and the tying position is flush with the root of a first-layer column; the I-shaped steel is horizontally placed and fixed on Larsen steel sheet piles protruding towards the outer side of the foundation pit; and the steel sheet piles protruding towards the outer side of the foundation pit are higher than the steel sheet piles protruding towards the inner side of the foundation pit. According to the device and the method, a more complicated stirring pile is not needed; construction materials are simple, easy to obtain and low in cost; the construction method is simple and does not occupy key route time; and the construction safety performance is high.
