The invention provides a horizontally-arranged combined type energy-saving hydraulic cylinder and an energy-saving engineering machine. The horizontally-arranged combined type energy-saving hydraulic cylinder is mainly composed of two plunger type hydraulic cylinders, a single-rod piston type hydraulic cylinder, a top end face connecting plate and a bottom end face connecting plate, wherein the three hydraulic cylinders are welded through the connecting plates, and the three hydraulic cylinders are horizontally arranged. Each bottom plate is connected with a corresponding cover plate through bolts, a vibration reduction piece is additionally arranged between each bottom plate and the corresponding cover plate, and a lug ring is additionally arranged outside each cover plate, so that connection with an external device is facilitated. The advantages of the two kinds of hydraulic cylinders are combined together, and the horizontally-arranged combined type energy-saving hydraulic cylinder overcomes the working defect of a single hydraulic cylinder. The energy-saving engineering machine mainly comprises the horizontally-arranged combined type energy-saving hydraulic cylinder, an energy-saving control system and an engineering machine body. The energy-saving control system mainly comprises a pressure sensor set, a valve bank controller, a hydraulic accumulator opening and closing valve bank and a hydraulic accumulator, and an excavator is selected as the engineering machine body.
