The invention discloses a highway subgrade and pavement pretreatment device and method. The highway subgrade and pavement pretreatment device comprises a fixed frame as well as a first horizontal frame, an inclined frame and a second horizontal frame arranged on the fixed frame, a soil loosening unit arranged in the outer side of the lower end of the first horizontal frame, and including a soil loosening main body; and a soil turning unit which is arranged in the fixing frame and comprises a rotating roller and soil turning assemblies, wherein the soil turning assemblies are located in the outer side of the rotating roller, the soil turning assemblies are annularly arrayed with the circle center of the rotating roller as the circle center, the rotating roller is rotationally connected with the fixing frame through a shaft, and the lower end point of the rotating roller and the lower end point of the soil loosening body are located on the same horizontal plane. Surface cleaning, soil turning and soil drying are carried out before roadbed pavement construction, the bottom stability of a roadbed is improved, local collapse or damage of a road caused by high water content is reduced, and therefore the problems that the road is poor in quality and short in service life are effectively solved.
本发明公开了一种公路路基路面预处理装置及处理方法，包括固定架，以及设置在所述固定架上的第一水平架、倾斜架和第二水平架；疏土单元，其设置在所述第一水平架下端的外侧，所述疏土单元包括疏土主体；翻土单元，其设置在所述固定架的内部，所述翻土单元包括转动辊轮和翻土组件，翻土组件位于所述转动辊轮的外侧，翻土组件以转动辊轮的圆心为圆心环形阵列，转动辊轮与所述固定架通过轴转动连接，转动辊轮的下端点与疏土主体的下端点位于同一水平面。其在路基路面施工前进行清表、翻土和晒土工作，增加路基的底部稳定性，降低含水量高引起的公路局部塌陷或损坏，从而有效的避免了公路质量差和使用寿命短的问题。
