The scraping and pressing device comprises a mounting part, a plurality of first scraping and pressing assemblies and a driving part, wherein the first scraping and pressing assemblies are connected to the mounting part and located on the same circumference; each first scraping and pressing assembly is provided with a first scraping and pressing surface; the first scraping and pressing surfaces are parallel to the axis of the mounting part; and the driving part is used for driving the mounting part to rotate. According to the scraping and pressing device, a discharging hole is formed in the side wall of a charging barrel, the first scraping and pressing assemblies are arranged on the mounting part, and the mounting part can be driven by the driving part to do circular motion, so that the first scraping and pressing assemblies are driven to do circular motion. Under the action of centrifugal force, the first scraping and pressing assemblies are exposed out of the discharging hole in the side wall, continuous scraping and pressing operation on ground joints or wall joints is achieved, and the scraping and pressing device is particularly suitable for scraping and pressing operation on vertical joints formed in a wall surface.
