The invention discloses a lossless splicing device and method for a road steel plate girder. The lossless splicing device comprises a mounting base and an adjusting device which is arranged on the mounting base and used for controlling and adjusting the position of the plate girder for splicing. The adjusting device comprises a bearing adjusting structure arranged on the mounting base and a limiting butt joint structure arranged on the bearing adjusting structure, the end of the plate girder is borne through the bearing adjusting structure, and the adjusting position of the bearing adjusting structure and the end of the plate girder is fixed. The position of the mounting base is fixed at the end of the mounted plate girder, the end of the hoisting plate girder is borne through the bearing adjusting structure, the position of the hoisting plate girder is adjusted, then the position of the end of the hoisting plate girder is controlled to be kept unchanged through the limiting butt joint structure, and the height of the hoisting plate girder is lowered for splicing; the problem that the splicing efficiency is low due to the fact that the position is adjusted through manual commanding is avoided, and meanwhile the problem that the personal safety of workers is threatened due to the fact that the workers exist in the construction site is also avoided.
