The device is composed of a lower iron reinforcing steel bar protective layer device (1), an upper iron reinforcing steel bar protective layer device (2), a lower iron reinforcing steel bar protective layer regulator (3) and an upper iron reinforcing steel bar protective layer regulator (4); the lower iron reinforcing steel bar protective layer device (1) is provided with an outer hollow adjusting screw rod (1.2), and the lower iron reinforcing steel bar protective layer regulator (3) is arranged outside the outer hollow adjusting screw rod (1.2) in a sleeving manner; the upper iron reinforcing steel bar protective layer device (2) is provided with an inner solid adjusting screw rod (2.2), and the upper iron reinforcing steel bar protective layer regulator (4) is arranged outside the inner solid adjusting screw rod (2.2) in a sleeving manner; and the inner solid adjusting screw rod (2.2) is arranged in the outer hollow adjusting screw rod (1.2) in a sleeving mode and is matched with the outer hollow adjusting screw rod (1.2). The invention further discloses a using method and application of the device. The device has the advantages of being convenient to assemble, adjust and carry, light in weight, high in strength and the like.
