A controller for the thickness of a reinforced concrete floor slab and the thickness of a steel bar protective layer comprises a lower fixing part, an upper fixing part and an adjusting stud. The lower fixing part comprises a lower supporting plate, a lower threaded cylinder arranged on the lower supporting plate and used for being connected with the adjusting stud, and supporting legs arranged at the lower end of the lower supporting plate. The upper fixing part comprises an upper supporting plate and an upper threaded cylinder which is arranged on the upper supporting plate and used for being connected with the adjusting stud. The lower supporting plate and the upper supporting plate are used for supporting the lower-layer reinforcing mesh and the upper-layer reinforcing mesh respectively, and the vertical projection area of the lower supporting plate and the vertical projection area of the upper supporting plate are both larger than the minimum grid area of the reinforcing meshes. Height adjustment of the upper reinforcing steel bar layer and the lower reinforcing steel bar layer is achieved, the positions of the reinforcing steel bar layers are further locked, the structural stability and deformation resistance of the reinforcing steel bar layers are improved, the concrete floor forming quality is improved, installation is convenient, the manufacturing cost is low, the construction efficiency is improved, the construction period is shortened, and the labor cost is reduced.
