The method mainly utilizes a powder modification principle, and comprises the following steps: adding K-Q type trace curing stabilizer powder into CaSO4-based solid waste powder, mixing for 20-120 minutes at a stirring speed of 400-1000 rpm to enable the powder to be in full contact, and then performing closed maintenance for 8-24 hours at the temperature of 25-45 DEG C and the humidity of 50-89% to prepare the CaSO4-based solid waste environment-friendly filling material. According to the method, the preparation cost is low, the utilization rate of the CaSO4-based solid waste is larger than 80%, all indexes of the leaching toxicity of the CaSO4-based solid waste meet the environmental protection requirement, and filling can be conducted in the form of powder.
