The straw-aluminum formwork forming device comprises an aluminum formwork frame, wherein a straw cement block is arranged in the aluminum formwork frame, a reinforcing mesh for positioning the straw cement block is arranged between the aluminum formwork frame and the straw cement block, and a positioning mechanism is arranged on the aluminum formwork frame in a penetrating mode. A forming method comprises the following steps that S1, part of the reinforcing mesh is bound according to the building structure; S2, the straw cement block formed according to the building structure is placed in the reinforcing mesh, and the rest of the reinforcing mesh is bound; S3, the aluminum formwork frame and the positioning mechanism are installed according to the building structure; S4, concrete is poured between the aluminum formwork frame and the straw cement block, and a communicating opening is formed in the poured and formed concrete through the aluminum formwork frame; S5, the aluminum formwork frame and the positioning mechanism are disassembled; S6, a concrete vibrating rod is used for vibrating the straw cement block through the communicating opening, and the vibrated straw cement block is taken out; and S7, the formed concrete is repaired and plugged.
