The invention relates to a method for preparing cement and co-producing sulfuric acid by reducing gypsum with sulfur plasma flow, which comprises the following steps: after sulfur plasma is formed, the sulfur plasma flow is used as a reducing agent to reduce and decompose gypsum in a cement raw material, cement clinker is formed through high-temperature sintering, and meanwhile, high-concentration SO2 flue gas is obtained and is used for subsequently preparing the sulfuric acid from the flue gas. Compared with the prior art, the method provided by the invention can effectively improve the decomposition efficiency and production efficiency of gypsum, not only can consume a large amount of industrial solid waste gypsum, but also can save limestone and natural gypsum resources and reduce carbon emission in cement production, and meanwhile, can obtain various high-quality cement and industrial sulfuric acid products; the method is simple in process, high in system control index implementation, convenient to operate, run and manage, advanced in process equipment, low in device investment, low in energy consumption, low in running cost, high in automation degree and low in carbon emission; and low-carbon, high-quality, high-efficiency, high-value and large-scale utilization of resources such as bulk solid waste gypsum, coal gangue and red mud can be realized.
