The ends of the grouting anchor rods are tightened by double nuts, and an end base plate is arranged between the double nuts; the anchor slurry of the grouting anchor rods in anchor holes of a wall body is grouted by cement-based antirust mortar; the additional ring beam is arranged to be flush with a building (house) cover in height, the additional constructional column corner columns, the additional constructional column side columns and the ring beam are integrally poured, and a closed whole is formed along the periphery of the building; and the new structure and the old structure are reliably connected in a pulling mode, common stress is guaranteed, and stiffness mutation of each layer is prevented.
