The material comprises cement, a polymer, a carbon nanotube, water and a water reducing agent. The mass ratio of the cement to the polymer is 100:(6.0-8.0), the mass ratio of the cement to the carbon nanotubes is 100:(0.05-0.15), the mass ratio of the cement to the water is 100:(15.0-18.0), and the mass ratio of the cement to the water reducing agent is 100:(0-1.0). The breaking strength and toughness of the cement-based composite material are improved, due to the excellent mechanical and electrical properties of the carbon nanotubes, the carbon nanotube modified high-strength and high-toughness cement-based composite material can be used for a damping material, a bulletproof material, an electromagnetic shielding material, a building material and the like, a new hope is brought to development of the building material, and an unlimited application prospect is provided.
