The invention relates to the field of building outer walls, in particular to a building outer wall decoration and heat preservation device which comprises a mortar leveling layer, a heat preservation bonding layer, a heat preservation assembly and a decoration layer which are sequentially connected with the building outer wall from inside to outside. The heat preservation assembly comprises two supporting rods, a containing piece arranged between the two supporting rods and a plurality of heat preservation plates fixed to the containing piece, and the supporting rods abut against the heat preservation bonding layer and are bonded and fixed to the heat preservation bonding layer. The risk that the heat preservation plate is separated from the building outer wall due to the fact that the supporting plate is separated from the building outer wall is reduced through anti-falling blocks, the influence of deformation of the building outer wall on the heat preservation layer is reduced through connecting pieces, the connection firmness degree of the building outer wall and the heat preservation device is improved as much as possible, and then the risk that a heat preservation material falls off from the building outer wall is reduced.
