The construction method provided by the invention can be applied to the dewatering well with large water yield, and the plugging effect is remarkably improved. After first-stage plugging is completed, floating pressure possibly existing in a bottom plate is released by reserving a control valve, if the floating risk of the basement in the later stage is large, a ball valve can be opened to reduce water pressure borne by the bottom plate, and the situation that a relief well is additionally drilled in the bottom plate in the later stage is avoided. If a basement does not have the floating risk, concrete is filled, and well shut-in is completed.
