The invention discloses a reserved hole protective cover plate device and a construction method. The protective cover plate device comprises a cover plate bottom frame, a cover plate top frame and a cover plate panel, wherein the cover plate panel is fixed on the cover plate top frame, the cover plate bottom frame is fixed on a floor, the cover plate bottom frame is at least provided with a first supporting frame and a second supporting frame which are oppositely arranged, the cover plate top frame is at least provided with a fifth supporting frame and a sixth supporting frame which are oppositely arranged, the cover plate top frame is arranged above the cover plate bottom frame, the first supporting frame is rotatably hinged to the fifth supporting frame, and the second supporting frame and the sixth supporting frame are movably connected through a movable locking mechanism. The protective cover plate device is convenient to disassemble and high in installation speed, and can prevent workers from privately prizing up and moving away in the construction process.
