The invention provides a grout storing and discharging device for grouting connection of a vertical reinforcement sleeve, the grout storing and discharging device is connected above the vertically arranged grouting sleeve, the lower end of the grouting sleeve is a grouting end for inserting a lower reinforcement, the upper end of the grouting sleeve is a grout discharging end for inserting an upper reinforcement, and the side wall of the grout discharging end is totally closed. The grout storing and discharging device is made of non-metal materials, the top of the grout storing and discharging device is provided with a steel bar inserting hole for the upper steel bar to pass through in a sealed mode, the bottom of the grout storing and discharging device is provided with a sleeve connecting end for being connected with an upper opening of the grout discharging end of the grouting sleeve in a sealed mode, and one side of the upper portion of the grout storing and discharging device is provided with a grout discharging nozzle. During fullness detection, nondestructive detection or local damage drilling detection is performed on the inner cavity of the grout storage and discharge device, and the fullness of the grouting material in the inner cavity of the grout storage and discharge device is checked; and the plumpness information of the grouting material in the grouting sleeve is obtained by checking whether the grouting material remains in the inner cavity of the grout storage and discharge device or not.
