The invention relates to the field of road construction, in particular to a winter asphalt pavement hot mixing and warm paving construction process which comprises the following steps: S1, construction preparation; s2, mixing and stirring materials: mixing basalt aggregate, SBS modified asphalt, a warm mixing agent and water, heating and stirring, and controlling the discharging temperature at 170-190 DEG C; s3, transporting, wherein the temperature of the asphalt mixture is not lower than 170 DEG C after the asphalt mixture is transported to a construction site; s4, paving is conducted, specifically, a traditional pavement paver is used, and an ironing plate is heated to 90 DEG C or above before construction; s5, rolling is conducted, specifically, a rubber tire type road roller is adopted for primary rolling and secondary rolling, rolling is started when a surface layer is not stuck to a wheel, the primary rolling starting temperature is 130-140 DEG C, rolling is conducted 2-3 times, the secondary rolling starting temperature is 100-110 DEG C, rolling is conducted 3-4 times, a steel wheel road roller is adopted for final rolling, the rolling starting temperature is 70-80 DEG C, and rolling is conducted 2-4 times; and S6, detecting. The compaction effect same as that of construction in a normal-temperature environment is guaranteed, and the construction time is further prolonged.
