An urban overpass pile foundation underpinning pre-jacking construction method relates to the field of underground engineering and comprises the following steps: S1, construction preparation and construction of fender posts, excavation of a foundation pit and erection of pre-jacking equipment which is used for jacking a beam body to an initial position when a pier settles; s2, an underpinning pile foundation and an underpinning bearing platform are constructed, and a jacking system is arranged between a new bearing platform and an old bearing platform and used for completing system conversion; s3, jacks are installed and jacked, temporary piers are arranged beside the piers needing to be pre-jacked, hydraulic jacks are installed on the tops of the piers, each jack is provided with a pressure sensor and a displacement sensor, and the jacks are driven by a hydraulic pump station; s4, pile cutting is conducted on the basis of the step S3, before old pile cutting, 1.2 times of the design load is applied to the new bearing platform, and after settlement is basically stable, an old pile foundation between the new bearing platform and the old bearing platform is cut off; and S5, the distance between the new bearing platform and the old bearing platform in the free state is jacked to be smaller than or equal to 1 mm on the basis of the step S4, the bearing reaction force is determined, and finally concrete is poured between the new bearing platform and the old bearing platform for fixation and sealing.
