The invention relates to the technical field of foamed ceramic plates containing rare earth elements, in particular to a ceramic foam plate heat preservation technology for recovering a down-conversion rare earth material, which comprises the following steps: S1, recovering the rare earth material on a waste white light LED chip (yellow fluorescent powder (Y3Al5O12: Ce < 3 + >)), namely stripping the fluorescent powder from a blue light chip; s2, fully mixing the recovered fluorescent powder, foaming agent, aluminum oxide and calcium oxide, adding pure water, mixing and stirring to form slurry, molding in a mold, and demolding; and S3, sintering the dried mixture to form the foamed ceramic.
