The invention relates to a circumferential prestress tension strengthening or reinforcing device, which is characterized in that a strengthening or reinforcing object is a column, a cylinder or a tubular body, and comprises a pier, a cover beam, a pier column, a cable bent tower, a large silo and a pipeline. Pre-compressive stress is applied to the pre-stressed carbon fiber plate body by adopting a pre-stressed carbon fiber plate body outer surrounding component, so that tensile stress generated by a load can be partially or completely eliminated. The device comprises a carbon fiber plate or a carbon fiber plate group, and is characterized in that anchorage devices are mounted at two ends of the carbon fiber plate or two ends of the carbon fiber plate group, and at least one carbon fiber plate or carbon fiber plate group is connected through a prestress tension retainer to form an annular structure I; or the annular structure II is formed by connecting two adjacent anchorage devices with the connecting mechanisms.
