The invention discloses a prestress FRP sheet tensioning and reinforcing device and method.The prestress FRP sheet tensioning and reinforcing device comprises a first anchoring assembly and a second anchoring assembly which are both arranged on the reinforcing surface of a component and arranged in the length direction of the component in a spaced mode; the first tensioning assembly and the second tensioning assembly are both arranged on the reinforced surface, the first tensioning assembly is located on the side, away from the second anchoring assembly, of the first anchoring assembly, the second tensioning assembly is located on the side, away from the first anchoring assembly, of the second anchoring assembly, and the first tensioning assembly and the second tensioning assembly are used for fixing the two ends of the sheet correspondingly; wherein the first tensioning assembly and/or the second tensioning assembly can pre-stretch the sheet in the direction away from the length direction of the sheet through the driving part, and after the driving part is withdrawn, the pre-stretched first tensioning assembly and/or the pre-stretched second tensioning assembly can keep the pre-stretching force of the sheet. According to the invention, the FRP sheet is tensioned by prestress, the driving piece is withdrawn after the FRP sheet is tensioned, and the pre-tensioned state of the sheet is kept through the tensioning assembly.
