The invention discloses a rotatable external prestressing reinforcing device and a tensioning method thereof, the device comprises a circular anchorage device and a supporting assembly, the circular anchorage device clamps two ends of a carbon fiber plate and is connected to a fixed anchor frame through a bolt pin, and the supporting assembly is located in the midspan and is used for tensioning the carbon fiber plate. According to the external prestressing reinforcement scheme, the semicircular truncated cone-shaped clamping pieces are used, pressure is evenly applied to the carbon fiber plate, the problems of splitting and the like caused by uneven stress of the carbon fiber plate can be effectively solved, and the strength advantage of the carbon fiber plate is fully played; the rotatable tail rod is arranged and can rotate around the pin shaft by 180 degrees, so that the connection mode of the anchorage device and a to-be-reinforced structure can be enlarged and simplified, the connection cost is reduced, and the stress concentration phenomenon at the end of the carbon fiber plate is reduced; and the supporting device is used for transversely tensioning the carbon fiber plate, dependence on a jack and other heavy mechanical devices can be eliminated, implementation is convenient, and the method is widely applied to structures to be reinforced, such as bridges and the like.
