The invention discloses a drum-type DBD insulating ceramic powder coating device which is characterized in that to-be-treated powder is placed in an inner cavity of a reactor, and a plurality of tungsten rod electrodes are embedded in the drum wall of the reactor to form a plasma area; the left end and the right end of the reactor are detachably and fixedly connected with the corresponding sealing fixing plugs; the two sealing fixing plugs penetrate through the center holes of the corresponding via hole conductive slip ring holes to achieve simultaneous rotation with the rotor of the via hole conductive ring. The rotation stopping sheets on the surfaces of the stators of the two via hole conductive slip rings are detachably connected to the two ends of the fixing shaft respectively so that the relative positions of the two are fixed. A center hole is formed in the sealing fixing plug at the right end, a bearing is installed in the center hole and fixedly connected to a rotating shaft of a rotating motor, and the via hole conductive slip ring, the reactor and the rotating shaft of the rotating motor form a coaxial structure; and the sealing fixing plug at the left end is provided with a vent hole connected with a working gas source and a reaction medium. According to the method, the plasma is used for carrying out surface coating on the nano powder particles, so that the energy storage density of the dielectric is effectively improved.
