The invention discloses modified tailing mud double-liquid pulp and a pulping and grouting process. The modified tailing mud double-liquid slurry is composed of, by weight, 1 part of cement, 1-3 parts of tailing mud and 1.6-4 parts of water, the ratio of the mass of the water to the sum of the mass of the cement and the mass of the tailing mud, namely the water-solid ratio, is 0.8-1: 1, and the addition amount of the water glass is 1%-3% of the sum of the mass of the cement and the mass of the tailing mud. The modified tailing mud double-liquid slurry disclosed by the invention not only has excellent performance in multiple aspects such as groutability, stability, impermeability and durability, but also reduces consumption of natural clay materials by the slurry, saves land resources, further saves engineering cost, effectively combines mine curtain grouting engineering and solid waste product treatment, and is beneficial to environmental protection. A new solution is provided for mine tailing slime treatment, the dam break risk of a tailing pond is reduced, and comprehensive utilization of slime is achieved.
