The invention relates to a high-toughness polyurethane runway surface layer, which is prepared by rolling a polyurethane runway material, the polyurethane runway material comprises the following components in parts by weight: 30-50 parts of isocyanate, 35-55 parts of polyether polyol, 42-65 parts of epoxy resin, 5-10 parts of a plasticizer, 2-6 parts of a chain extension cross-linking agent, 5-9 parts of a silane coupling agent, 3-7 parts of an ultraviolet light absorber and 28-35 parts of filler, and the filler is a mixture of coconut fiber, quartz sand and hollow ceramic microspheres. The coconut fiber, the quartz sand and the hollow ceramic microspheres are added into the polyurethane runway material, so that the interfacial strength of the filler surface is improved, and the toughness of the polyurethane runway surface layer can be improved.
