The steel slag hydration promotion modification composition is prepared from the following raw materials in percentage by mass: 10 to 30 percent of silicic acid metal salt, 5 to 20 percent of carbon material slurry, 12 to 35 percent of organic amine agent, 1 to 5 percent of additive and the balance of deionized water. The composition prepared by the invention can effectively solve the problems of application of steel slag in cement and concrete in existing production, can effectively improve the wear resistance of products such as cement after the steel slag is added, has a good grinding aiding effect, and can effectively reduce electrostatic agglomeration, eliminate the stability of the steel slag and promote hydration of the steel slag.
