The invention discloses a reinforced concrete column based on a composite reinforcing layer and a construction method of the reinforced concrete column. The reinforced concrete column comprises a core concrete column and the composite reinforcing layer. The composite reinforcing layer wraps the outer side of the core concrete column, and the composite reinforcing layer comprises a first restraint layer, a second restraint layer and a woven mesh reinforcing layer; the first restraint layer and the second restraint layer sequentially wrap the outer side of the core concrete column from inside to outside, and the woven mesh reinforcing layer is arranged between the first restraint layer and the second restraint layer; wherein the first restraint layer and the second restraint layer are both ECC layers doped with surface modified fibers; the woven mesh reinforcing layer is a CFRP woven mesh wrapping the outer side of the second restraint layer; the first restraint layer, the woven mesh reinforcing layer and the second restraint layer are sequentially arranged from inside to outside to serve as the composite reinforcing layer to reinforce the core concrete column, the brittleness of the core concrete column is remarkably improved, and the bearing capacity, ductility and damage resistance of the component are improved.
