The invention provides a reinforced concrete composite column and a construction method thereof. The composite column comprises a concrete canvas layer, a fiber-reinforced material cloth layer and a PVC (polyvinyl chloride) pipe, wherein the concrete canvas layer is sheathed out of the fiber-reinforced material cloth layer; the outer part of the PVC pipe is sheathed in the fiber-reinforced material cloth layer; a concrete column core is poured in the PVC pipe; plural longitudinal stress ribs and a lateral stirrup are embedded in the concrete column core; the concrete canvas layer comprises canvas, cement powders and short fibers; the canvas is three-dimensional fabric cloth; and the cement powders and the short fibers are evenly distributed in the three-dimensional structure of the canvas.Core concrete in the composite column disclosed by the invention is under a three-dimensional pressed state so as to improve the bearing performance and the ductility performance of the concrete column, the anti-seismic property of the reinforced concrete composite column is obviously reinforced, and meanwhile, the coated improved concrete canvas can improve the high temperature resistance of thecomposite column.
