The invention discloses a synergist for remarkably increasing the mixing amount of a low-activity mixed material in cement and application, and solves the technical problem that in the prior art, a common cement grinding aid cannot play a proper role when being mixed into a mixed material with relatively low activity. The catalyst comprises 6-15% of a crystal nucleus component; 12%-20% of a complexing component; 12%-30% of an active excitation component; the crystal nucleus component comprises sodium polyacrylate, nano calcium carbonate and nano hydrated calcium silicate; the complexing component is any one or more of glucose, xylitol, mannitol, cane sugar and molasses; the active excitation component is an inorganic salt, and the inorganic salt is any one or more of lithium nitrate, lithium sulfate, aluminum chloride or aluminum sulfate. The synergist provided by the invention mainly aims at a low-activity admixture, and can effectively improve the activity of the admixture, so that the admixture can be more doped into cement, the clinker mixing amount is further reduced, and the synergist plays a role in more obviously consuming industrial waste residues and improving the cement quality in a cement plant.
