The invention relates to a roof type photovoltaic photo-thermal energy storage system and method.The system comprises a roof plate, the roof plate comprises a base layer, a heat preservation water tank, a composite heat insulation layer and an outer tile layer which are fixedly connected, and a photo-thermal plate and a photovoltaic plate are laid on the outer tile layer; a phase change material is arranged in the heat preservation water tank, the first circulating pump is used for conveying liquid in the heat preservation water tank to the photo-thermal plate, the photo-thermal plate is used for heating the liquid conveyed to the photo-thermal plate through light energy and returning the heated liquid into the heat preservation water tank, the photoelectric plate is used for converting the light energy into electric energy, and the storage battery is used for storing the electric energy. The inverter inverts electric energy of the storage battery into alternating current and then combines the alternating current with valley electricity to provide electric energy for the electric water heating device and the building, and the electric water heating device heats liquid in the heat preservation water tank. According to the invention, photovoltaic photo-thermal and valley electricity with a limited roof area are fully utilized and are organically combined for use through phase change energy storage, so that the purposes of completely meeting building energy consumption, not occupying ground space and developing building roof utilization space are achieved.
