The method comprises the following steps: calcining desulfurization slag, limestone, clay, high-silica soil, iron ore and a cement grinding aid reinforcing agent at high temperature in a rotary kiln to prepare cement; due to the specific high-temperature alkaline atmosphere of the cement kiln and an efficient tail gas treatment and dust collection system, the tail gas discharged from the kiln after high-temperature calcination of the desulfurization slag meets the emission standard; harmful components in the desulfurization slag are cured into cement clinker after being subjected to a mineral firing chemical reaction, and a complicated post-treatment process is not needed; the method for co-processing the solid waste by utilizing the cement kiln is a novel waste processing means, can realize harmless processing of the solid waste while producing the cement clinker, and has the characteristics of low processing cost, strong stability, capability of effectively preventing secondary pollution and the like.
