The invention discloses an upper-closed low-position vacuum preloading system and a construction method. The system comprises a vertical drainage subsystem, a horizontal drainage subsystem and a vacuumizing subsystem. According to the thickness of an upper water-permeable and air-permeable layer and a soft soil layer to be reinforced, the length of a vertical drainage pipe and a drainage plate is determined, the vertical drainage pipe is clamped into a bayonet of a traction steel plate in a casing pipe from the bottom of the casing pipe of the plate inserting machine after being connected through a vertical pipe-plate adapter, and the vertical drainage pipe is driven into the soil layer along with the casing pipe after being lifted to the designed height. And the conversion joint is positioned in a range of not more than 500mm below the soil layer interface. The vertical drainage pipe exposed out of the earth surface is connected with an earth surface drainage system and connected with a vacuum pump through a gas-liquid separation device for vacuum preloading. According to the invention, the vacuum degree is ensured not to be lost, the vacuum degree is directly transmitted to a lower soft soil layer, and the vacuum preloading effect is improved; construction procedures are greatly reduced, the laying period is shortened by more than half, and cost is saved by more than 30%.
