The invention discloses a cement-based material prepared by adding waste rubber recycled aggregate. The cement-based material is prepared from components in parts by mass as follows: 8-12 parts of cement powder, 10-16 parts of modified waste rubber recycled aggregate powder, 5-9 parts of inorganic mineral powder, 6-10 parts of activated carbon powder, 3-5 parts of a water reducer, 4-8 parts of a composite adhesive and 2-4 parts of a defoaming agent. The cement-based material is prepared according to the components, the manufacturing method is simple, pores of the waste rubber recycled aggregate are filled with the inorganic mineral powder, the shock absorption and pressure resistance of concrete is improved when the cement-based material is used in the concrete, and the activated carbon powder is added into the cement-based material, so that the water absorption and air purification performance of the concrete are improved; the mildewing capability of the concrete is reduced.
