The invention discloses a novel curing material formed by steel slag and spoil and a preparation method thereof, the novel curing material comprises steel slag, spoil, a curing agent and/or water, when the dosage of spoil is 1, the dosage of steel slag is 60%, and the dosage of cement is 14%, the 90d unconfined compressive strength of the novel curing material formed by steel slag and spoil is 1.39 MPa. According to the invention, the characteristics of gelling activity and relatively high compressive strength of the steel slag are utilized, and the steel slag and the spoil form a new solidified material with plasticity and certain strength through the solidification effect of the cement, so that the problem of replacement of a natural gravel material can be solved, and a new way for large-scale resource utilization of the steel slag and the spoil can be found.
