The tops of a plurality of triangular steel plates are arranged in the upper-layer steel plate slots and are welded with the upper-layer steel plate; a groove is formed in the lower portion of the triangular steel plate in advance, a sliding shaft is arranged in the groove, the two sides of the sliding shaft are arranged in two connecting plates respectively, and the two connecting plates are welded to the lower-layer steel plate; under the action of a small earthquake, the up-down relative displacement of the damper is small, the two X-shaped steel plates on the outer side are firstly bent to enter a yield state to dissipate energy, and the triangular steel plate in the middle is in an elastic state under the action of the small earthquake and does not enter the yield stage; when the damper is subjected to a large earthquake, the relative displacement of the upper and lower steel plates is increased, the triangular steel plates also enter a flexural yielding state, and the two steel plates consume energy together. By controlling the relevant parameters of the two steel plates, the effect of staged energy consumption under the action of large earthquakes and small earthquakes can be achieved.
