The invention discloses a water surface plastic garbage classification and recovery integrated device which comprises a collection robot and a base station. The collecting robot comprises a ship body, and a collecting device, a classifying device and a lifting device which are arranged on the ship body; the base station is arranged at a fixed position and comprises a guide device, a grabbing moving device and a storage device. Plastic garbage on the water surface is collected by the collecting device and classified and stored by the classifying device, the immersion depth of the collecting robot is adjusted through the lifting device according to the garbage storage amount in the classifying device, and when the storage amount of the collecting robot reaches the upper limit, the collecting robot enters the base station through the guiding device; and garbage stored in the collecting robot is recycled and stored in the storage device through the grabbing and moving device. The water surface plastic garbage can be recognized, classified, collected, conveyed and stored.
