The invention relates to the field of offshore photovoltaic technologies, in particular to a self-elevating hydraulic lifting system and method for an offshore pile foundation photovoltaic steel platform. The jacking units are arranged in a matrix mode, the connecting units are used for connecting the jacking units into a whole, the control unit is used for providing power for the jacking units, each jacking unit comprises a jacking base and a tower section unit from bottom to top, and each jacking base comprises a base, a sliding bottom plate, a temporary support and a hydraulic cylinder; the tower section unit comprises a plurality of tower sections which are movably arranged; the connecting unit comprises a plurality of movable joint-shaped reinforcing beams; the control unit comprises a hydraulic pump station and a flow valve set, the hydraulic pump station is connected with the hydraulic cylinders through the flow valve set, and the relative position of the steel platform is kept stable. Through the jacking units which are modularly designed, various combinations can be carried out according to requirements; violent change of interaction force caused by relative movement of the steel platform and the bearing ship in the three-degree-of-freedom direction is buffered.
